On 2nd July, two Kashmiri civilians were arrested and have been booked under Public Safety Act (PSA) for their “subversive” activities in the Doda district of Kashmir. The two civilians were labeled as “over ground workers (OGW)”, a category that the state uses arbitrarily to label any dissident Kashmiri as a “terrorist”. The category is commonly used in Kashmir to dehumanize non-combatant Kashmiri civilians who provide logistical support to pro-freedom armed groups, or merely have sympathetic thoughts or feelings towards the self-determination movement.
