Prominent Kashmiri Muslim leaders established the All Jammu Kashmir Muslim Conference, aiming at empowerment, education, and representation of Kashmiri Muslims in the government. The Maharaja claimed to redress the grievances by establishing a Praja Sabha (“Subjects’ Assembly”), however, the Muslim representation remained disproportionately negligible and Muslims continued to face systemic and institutional marginalization.
